can we not have a "dev/ath" directory?   freebsd puts each driver into
a seprate directory in sys/dev, but netbsd has not done so.  entire
subsystems do (ie, busses) but not drivers.

not that we _couldn't_ move to this sort of scheme, but if we should we
should do it consistently....
