Simon Burge and I were talking about strtoul() in libkern and noticed
that it:

	* Is different from the libc implementation,

	* Generates longer code than the libc implemenation, and

	* Carries no copyright notice.

So we whipped up the attached code.  It doesn't save much space,
but it is something.

Does anyone have any problem with it replacing the existing libkern
strtoul() ?
