there are a lot of files without license clauses, especially under
	sys/arch/*/include.  some of their contents are trivial (like *.h
	which has only "#include <foo.h>"), but we should clearly state the
	license of the files.  it can be TNF (= BSD) license, or "public
	domain", but it has to be spelled out.  opinions?
