Yes. It has an implicit IMHO.

The right way is to encode as little magic/knowledge as possible in the kernel
or bootloader (i.e. just what is needed to bring it up, depending on BIOS, 
PROM, what-have-you) and do everything else in userland - while still being
able to use images of my i386 vfat32 partition on my sparc64 machine.
