hi,

leaving aside the issue of CVS's shortcomings with regard to
source tree rearrangement, I think that if we're consolidating
file system code in one place, it would make the most sense
to be consistent and move it all there.  yes, this means that
people would need to look in multiple places to find the history
of the code, but that's not difficult.  if avoiding this was
all that important, we shouldn't have moved any of it.
in the long run, I think that having a more consistent
arrangement will be for the best.
