the documentation indicates that this is a per-process
limit. but on netbsd-current(not that Ive verified
over ther flavors of unix), it seems to be a
system-wide limit.
ie if proc.curproc.rlimit.memorylocked.soft=100MB,
then the sum of all processes that could do an mlock
[over memory allocated using
mmap(0,len,PROT_READ|PROT_WRITE,MAP_ANON|MAP_PRIVATE,-1,0)]
 will be < 100MB.
is this functionality correct?
