I doubt there are laws in *any* country that says you have a right to
know how a product works. A product has to be functional, but in this
case Intel only claim it works with Windows, and if there are drivers
for Windows it is functional.

Do you get detailed descriptions of anything you can buy today? If you
buy a new car, do you get a manual for the engine or the electrical
system? If you buy a loaf of bread, do you get a description of how
it's made, or do you get instructions on how to use it for other
purposes than intended? No.

In Europe you are (still) allowed to reverse engineer a product, but
that doesn't mean that a manufacturer are required to help you in
doing so.
