Is there a generic way to tell whether a filesystem supports devices?

I'm looking at the msdosfs_root hack in init(8), and would like this to
work for root on cd9660 filesystems. It's pretty obvious how to do this,
but I think it would be nice for a more generic test.

statfs doesn't appear to return anything useful - any thoughts? Or is the
most generic way to do this really to hardcode a list of filesystems that
don't support devices into init? I really don't want to believe that.
