OFW standard says:

| A standard package with this [uwe: "network"] "device_type" property
| value shall implement the following property if the associated device
| has a preassigned IEEE 802.3-style MAC (network) address:
|     "local-mac-address"

The local-mac-address? prefernce controls if the local-mac-address
property should be used if present.
