I think it's someting we could glue into sysmon, however (which is sort
of a clearing house for "system monitoring and control" type stuff -- the
watchdog timers are glued in there, as well).

I.e. it might be nice to be able to control Intel SpeedStep this way, as
well.  And there are Alpha CPUs that have similar features (e.g. the 21066
in the Tadpole AlphaBook -- if you don't slow down the CPU when you're not
using it, you can literally cook the machine :-)
