First off, tech-kern isn't the appropriate mailing list for such a
question. libc is in userland, so tech-userlevel is much more appropriate.

Second, NetBSD is based on Berkeley Unix (thus the BSD part), and as such
uses Berkeley make (bmake), not gmake.
