I notice that most of the core kernel has panic strings without a
newline and that panic adds a newline at the end of the string. 

I would suppose the implication is that the many panic callers in the
rest of the kernel which add a newline at the end of their panic
strings (by analogy to printf) are stylistically incorrect?
