   yes. i think that is should be automatic at securelevel >1 but there are
   people that say that it should be selectable behavior. 
   any idea other than new sysctl variable?


i believe that the definition of `securelevel' is already quite muddy and
adding this feature into that set of features only worsens the situation.


please do this but with a new sysctl of some sort.  i suggest something
like `kern.user_ps' or `kern.user_proc_sysctl'...
