ah.  so if you were trying to recover and didn't have /usr...and
needed a serial port for ppp so that you could mount it via nfs and
couldn't do it by hand...

or were trying to install...

yes, i know, i'm being pedantic.  the stuff on / ought only to depend
on stuff that's *in* /.  (that's / period, not a reference to slashdot :).
