I'd be happy to see your first solution.

The second one involves a bit too much magic for my taste, esp. as it only
works around for a case where one has to force it happening (interrupt
multiuser boot). Also, i've always thought of having a arbitrary-named
quota file as a feature that I wouldn't want to see go away.

(Worse, "quota.users" won't work with solaris filesystems)
