I think that Itojun misunderstood Charles here, so let me try
re-phrasing:
racoon should add entries to the kernel's SPD and delete
entries from the kernel's SPD, as appropriate, to ensure that
the kernel's SPD stays in sync with racoon's idea of what
is going on.
