IIRC, the LEDs on the fxp card also indicated at 100Mbit after setting
ifconfig fpx0 ifmedia 10baseT. Apologies for not being clear about
that earlier.  (It's remote. I'll double-check lights and ttcp
throughput when I'm in the same location, later today or tomorrow.)

Are you sure that just setting the ANAR is sufficient to
trigger re-negotiation?
