Sure? In ch. 28.2.4.1.3 of IEEE802.3 (1998 edition, pg 704) I read:

The magagement entity may initiate autonegotiation with the Link Partner
using alternate abilities by setting [ANAR stuff] and setting the
Restart Auto-Negotiation bit (0.9) in the control register (Register 0)
to logic one.
