Well, it's actually currently a mount flag and some goop in FFS, because
various non-technical problems kept it from being implemented as a stacked
VFS like I'd hoped for... eventually, hopefully, the stacked VFS version
will happen.

But other than that, you're correct, the stuff that deals with these
mode bits is entirely in-kernel, and must be, to ensure that Very Bad
Things don't happen.
