i forgot to meantion:  this breaks backwards compatility for
binaries, but not sources (though sources need to be changed
to take advantage of the new feature).  existing programs
fail as they do not allocate enough space for copyout().

i don't see this is a great hassle, personally... between 1.3
and 1.4, UVM has arrived.. etc.
