Ken,

there really are two completely different proposals here and Jason has
urged that we separate them.  To the NTP-heads it's clear which is
which, but apparently everyone else is completely confused.

Could we keep the CLK_CHU and TTYCLK stuff in this new thread title,
please?  I'll follow up to what you said in a minute.
