Subject: struct ctldebug w/o options DEBUG

What do folks think about removing the `#ifdef DEBUG' from around the
struct ctldebug stuff in kern_sysctl.c? It would be handy (for me, at
least) to be able to add sysctl debug variables without having to turn
on debugging for a zillion different things in the kernel.
