	You're assuming that the install CD is only useful for installing,
(I've used it to restore backups, which I have on recordable DVDs)
and that the standard software on there is sufficient to perform an install.
There have been a few times where I've needed to rearrange the data on a
machine using ntfstools before installing NetBSD.  It's much easier to
just burn an extra CD with those programs than to figure out how to
bundle them into an install CD.
