INSTALL kernels don't need any ptys at all, there's nothing on
the install floppies that uses them.

I'm about to check in a re-arranged version of the i386 install floppies
(and some mods to the i386 install kernels), and I removed ptys alltogether
to save some memory, which was needed (at least on low-memory systems).
