	in response to PR 11824.
	what do you people think about bringing racoon(8) into the base system?
	there are couple of issues:
	- there will be some config syntax change expected.  it was the
	  largest reason for me not to bring in racoon into the base tree.
	- it has to be in /sbin, however, it is rather large (see below).
	what do people think?
