It's not about mechanical typewriters, but about style conventions in
English with fixed-space fonts.  In other languages, such as French, the
convenion is to use a single space.  The CHANGES document is plain
ASCII, and thus would normally be rendered in a fixed-space font such as
8x13 (so that it looks as much as possible like a VT52 :-).  (Note the
two spaces following periods in my reply.)
