     The problem with this is that if anybody installs a system during
the time period when the file is installed, it'll never get removed and
they'll end up with a stale (possibly incorrect) file in /usr/include.

     That's okay, it was pretty minor.  phx's breakage took me longer
to analyse and would have taken me way longer to come up with an
appropriate fix.  That one was serious breakage.
