Pull up following revision(s) (requested by is in ticket #1882):
	sys/dev/ic/com.c: revision 1.233
Revert the part of revision 1.228 that made HW_NO_TXPRELOAD the default:
it appears to break output on the Soekris net4501, which is a rather
popular platform.
This should fix PR kern/29612.
