(I misunderstood the PR.)
The problem kern/31455 is now exists only in netbsd-2* branches,
and still exists in the branches.

Pulling up fixes is a bit boring since ex(4) driver shares
some header files with ep(4) and needs testing both drivers.
A simple way is to back out 1.84 of elinkxl.c from netbsd-2*
branches.
