Core will, no doubt, be interested to note that this `code':

a.) was last touched in October of 2002
b.) never reached even the initially stated goal of being able to create 
    tar files at the granularity of the current sets.
c.) is structurally incapable of ever reaching such a level of 
    functionality, as it provides no mechanism for placing
    files from a single makefile into multiple sets (except for a 
    half-baked attempt to separate _some_ doc files into a generic
    `doc' tag.
d.) has not been updated to match _any_ of the developments in share/mk
    conventions in the past four years
e.) has not been propagated to any of the new makefiles which have been
    added to basesrc in the last four years, with the result that this
    code would need substantial work to even regain the partial 
    functionality it had in 2002.

in other words, this is an ex-parrot, providing no functionality, and 
potentially doing real harm.
