Well, the libc and libpthread developers thought they needed it.  I  
assume any other developer writing assembly code might find it  
useful, too.

Historical note: In previous times, only system administrators were  
expected to configure and build a new kernel.  That's why config(8)  
is where it is.  I happen to disagree with its location, because I  
think more than system administrators use it these days.
