Um,if we don't intend to ship the HTML pages, there is no point in keeping 
the directory just on the cground that someone _can_ put things there. 
With the same reasoning /usr/pkg and / ithink /usr/local (and I think even 
/var/db/pkg) are not shipped by default.

And if we want to ship HTML manpages, having a browser in-tree would be 
useful (but so much bloat that >I wouldn't want it).

As such, I think the change Thomas made makes sense to me.
