it's not clear how that actually adds value to the commit message.

If you want cite a revision or something so that somebody looking at
the code can see where the change came from (e.g. even a cvsweb URL or
something), _that_ might actually be useful.

However, a 4 digit number (uh, OK, it could be year, it could be a PR
number, who really knows) isn't so useful...
