Initial import of wmphoto-0.3a into the packages collection.

Provided by Thomas Runge (runge@rostock.zgdv.de) in PR 12491.
Minor modifications by myself to support xpkgwedge environments.

wmphoto is a dock-app that can show you a photo and execute a command
related to that photo.  You can have many photos.
