Sure, but it's part of the mail system.  LOG_USER never really meant
`things run by users' -- more `things run by users which don't fit into
any other category'.  Users' print jobs get logged to LOG_LPR, users'
login attempts get logged to LOG_AUTH, and users' cron jobs get logged
to LOG_CRON, for example...

Now what would be really cool would be a facility to allow admins to
define their own categories without a recompile -- that would eat most
uses of LOG_USER and pretty much all uses of LOG_LOCAL*.
