I would assume it's the same as "chflags schg", and because of the impact of
schg vs. securelevel 1, this should be ripped from the Makefile with great
malice.

(-fschg will cause a later update of the binary to break a build, and at
securelevel 1, you can't overwrite it either--how beautifully broken for
DESTDIR.)
