Yes.  It should either have been "Ifmcstat dumps..." or "The ifmcstat
utility dumps...", not "The Ifmcstat dumps".  I went for the longer
version, since it avoids putting the name (which should really be
all-lowercase) at the start of a sentence.  It's also the same phrasing as
in many other manual pages.

You use a different licence for ifmcstat.8, though.  I hadn't actually
checked the ifmcstat.c one.
