While I think this goes beyond the scope of xpkgwedge (just as ssh
installs it's config files in /etc regardless of where PREFIX is), I can
live with this.

I guess my feeling was that these are really config files for a utility
which ships with xsrc, not with pkgsrc's xview, and as such they belong
in the place that utility looks for them.

Having said that, I'm happy as long as xvmkmf is provided.  I'll stop
whining now :-)
