Log Message:
Add my and Bill Sommerfeld's cross-compiling scripts to othersrc.  It 
will likely never be beautiful enough for the main tree, and in the 
meantime, is still extremely useful.  The documentation for this 
currently resides in the README file.

Please feel free to use, expand, clean up, and otherwise better this code.
