For every Alpha _I've_ ever seen, which supports multiple primary PCI
busses (4100 and 8200/8400):

	- 4100: Only the PCI bus on MID 4 is allowed to have a PCI-EISA
	  bridge, and this is the only PCI bus that console devices are
	  allowed to reside on.

	- 8200/8400: You can have multiple EISAs, but those bridges are
	  optional, don't work like normal PCI-EISA bridges, and these
	  systems don't include any of the "mainboard" ISA stuff like
	  the keyboard controller.
