I'd rather call it broken IF it cluttered the filesystem with random 
links. Our build/packaging system is designed to put things into a single 
dir, and that's where other packages should expect it. If any, we should 
make this ${PREFIX}/bin/perl, and expand ${PREFIX} on installation time.
