Summary of changes in tzdata2016f (2016-07-05 16:26:51 +0200):
  * The Egyptian government changed its mind on short notice, and
    Africa/Cairo will not introduce DST starting 2016-07-07 after all.
  * Asia/Novosibirsk switches from +06 to +07 on 2016-07-24 at 02:00.
  * Asia/Novokuznetsk and Asia/Novosibirsk now use numeric time zone
    abbreviations instead of invented ones.
  * Europe/Minsk's 1992-03-29 spring-forward transition was at 02:00 not 00:00.

        (change obsoleted by 2016f)
  * Locations while uninhabited now use '-00', not 'zzz', as a

    at 03:00, not 23:00 the previous day.
  * zic now outputs a dummy transition at time 2**31 - 1 in zones
