Retire fast_ipsec.4

We switched to Fast IPsec at NetBSD 6.0 and that's the IPsec implementation of
us now.  So we don't need to have a separate manual.  Merge fast_ipsec.4 into
ipsec.4 and remove fast_ipsec.4.
