There's always 'uk.pool.ntp.org', of which my S1 server at 81.187.242.38 
is a member. Feel free to use the latter directly if you want.

Your new ISP may well run a couple of servers for customer use.

Failing that, http://ntp.isc.org/bin/view/Servers/StratumTwoTimeServers 
lists a bunch of UK-based open access S2 servers.
