I've no problems booting a 9.2 dom0 with 4.13 or 4.15 (4.11 is not 
updated any more). Also, with both 4.13 and 4.15 xentools do build for
me, from the latest pkgsrc tree. The difference could be that, in my
case, the NetBSD kernel is not compressed (so the boot loader doesn't
have to gunzip it).
