Differences in SATA setup between stock GENERIC and XEN3_DOM0 kernels for 9.0?

Hello there!

I've been expanding storage in my Xen VM server. My motherboard has two
SATA controllers, one with six ports and another with two; the six ports
are all taken so I attached two disks to the two ports on the
so-far-unused controller. However, my aging NetBSD 7.0.1 dom0 kernel
couldn't seem to talk to the disks - it saw them but complained that
IDENTIFY failed. The dom0 was well overdue an upgrade, so I booted 9.0
from a USB stick and was pleased to see that it could see the disks
fine, so I did a NetBSD install onto one of the disks with a GENERIC
kernel, rebooted into it, built Xen and set it all up, rebooted into
Xen... and the disks couldn't IDENTIFY again.

Hmmm.

Presumably, this is either:

1) Something caused by Xen itself acting as a hypervisor (but I'm not
sure how that could be).

2) Some difference between the SATA drivers compiled into the GENERIC
vs. DOM0 kernels.

Presuming the latter, I tried comparing the kernel config files for the
two, but it's hard to see the wood for the trees - there's a lot of
differences that seem unrelated to running as a dom0 kernel, like the
same lines being present but in a different order. I grepped out the
lines about ahci and sata and they looked equivalent to my untrained eye...

Does anybody have any hints as to what the difference might be? Or could
tell me what the minimal changes I'd need to make to the GENERIC config
file to turn it into a DOM0 one would be, so I can try that out?

Or should I just buy a PCI card with a different SATA controller on and
see if that works out of the box with the DOM0 kernel? That's my last
resort, as if the GENERIC kernel can talk to that disk, surely DOM0
should be able to as well and it's just some software toggle somewhere :-)

Here's my dmesg when failing to identify the disks under DOM0, wd0 and
wd1 are the drives that fail to configure (in this case I actually
booted the kernel and Xen from wd0 at the boot prompt, but the kernel
can't see it so it attaches to wd2 as the root filesystem, which is my
old NetBSD 7.0.1 install), in case anyone's interested:
