MODULAR on amd64

I've enabled MODULAR on my Xen kernels and found that it works on 32-bit
only.

When trying to load any module on amd64 under Xen, I get this:

# modload npf
kobj_load, 425: [%M/npf/npf.kmod]: linker error: out of memory
modload: Cannot allocate memory

The error is the same no matter what module I try to load.

Is this expected to work? It appears to work fine on 32-bit.
