A bit more info with a bit more debugging printf's, and removing the perror in 
xc_map_foreign_range:

nr_pages = 64472
nr_memory_map = 1
map_idx = 0
 pfn_start = 0, pfn_end = 1048575
xc: info: j (63456) != nr_pages (64472)

The resulting dump file is readable by my xen->windows dump converter, and the 
windows debugger doesn't complain about the resulting windows dump file, so it 
seems to be working okay.
