So you are saying that the mere presence of the xentool33 package causes
incoming TCP to what is essentially a discard port to drop from 928 Mb/s
to 228 Mb/s?

I wonder if the bridge code is causing the slowdown.  Does br0 get
configured on startup and wm0 added to it (so it will be ready to have
xvifM.N added to it)?
