I have a little more information:

    It's only a problem with 32-bit NetBSD. 64-bit works fine.

    32-bit NetBSD doesn't panic if you don't use disk or network devices.

    I also tried -current from a few days ago.

    The above is still the case with Xen 3.4.2.
